In fact, your solution as per this OP will only enforce the existing trend. Even if you were to remove this (Ionic Solutions, Noble Metals, Planktic Colonies, Felsic Magma, and Autotrophs) out of hi-sec planets (which has absolutely abysmal planetary resource reserves and is not worth the time of day to try and "extract" anyway), people would still transport it to hi-sec, process it on hi-sec planets and sell as per the existing "trend" you've identified. You have read some of my PI proposals, i know because you've commented on some of them in the past. Then their market value would depend entirely on how dangerous they are to extract when people can shoot at you and your Player Owned Customs Offices. This would only remove one type of material from each planet in highsec. You could take Ionic Solutions, Noble Metals, Planktic Colonies, Felsic Magma, and Autotrophs out of highsec. So I propose we just take out some of the PI resources in highsec so that they only appear in lowsec, nullsec, and w-space. Sure you might dodge the taxes, but no matter how dangerous your space is you'll only ever make 10% more than people in highsec. Mainly because now matter how much Felsic magma you ninja produce out in lowsec there are always going to be thousands of people making the stuff safely tucked away in highsec. And even today it's not quite as rewarding as other activities out in the more dangerous parts of space. In supply and demand terms the demand will usually stay the same, while the supply is determined by how many people can mine in peace in highsec, lowsec, and nullsec. Ideally (without the interference of drone poo and reprocessing, which we are still getting over) the market value of any given mineral will be related to how dangerous it is to mine. The more rare ores exist in more dangerous space. And it's basically risk vs reward at it's finest. It's a table of where all of the ores appear in eve.
